how to send the relief expedition

how do i do it? i have everything needed but the steel. do i have to actually send a scout out there?

On the Beacon UI where you can create scout units there is a small arrow to the right to switch between "creating scout unit" and "sending relief unit"

Well, as mentioned, the game even tells you, so it is not that bad.

Along the left side are notifications about how every gameplay feature works

Ther's a specific notificaiton for how to do the expedition
