Unification in Refugees scenario
Even though I managed to keep order in the city, my people decided to enslave the lords at the end. Is there ending option where lords are not enslaved or murdered out?

When I did my Refugee play through I basically made that a city that only had Hope and no Discontent. When it came to the Purpose Book of Laws I didn't go past Guard Posts and Patrols. At most we had Morning Gatherings. I resolved the conflicts peacefully whenever I could. So I think if you don't want the Lords enslaved you can't cross the Line.

When exactly do you cross the line? When you build the Propaganda Center (Not familiar with the Faith path) or how deep can you go before you cross the line, as the actions you take don't really seem to matter.

But it seems like that is probably the correct answer, high hope, low discontent and not crossing the line.

SPOILER -

On my play through, I had a prison + guard towers, I took everyone in including the sick and even stopped the mob from killing a certain someone. I did make one of the lords go to work though and he got beaten lol.

Yes, there is a way to achieve harmony between the lords and the commoners on that scenario.

Edit: I also had every order law besides the final one, so I don't think that's the issue here. Did you accept all three waves immediately when they arrived, and meet their needs within the time limit?

I accepted all 3 waves, took the most peaceful option to resolve a situation, had morning gatherings, patrol and guard posts and the ending was peaceful as well with the equality thing.

Just got it on hard mode in last playthrough.

I almost didn't touch purpose laws (only churches, shrines and morning gatherings, didn't even unlock the temple). Accepted all 3 waves and finished their quests. Because I didn't have Keepers of Faith I had to sit and watch how my people butchered one lord's arms off when he tried to steal the food and beating other one to near-death condition.

After the 3rd wave's quest I got an objective to "end the class struggle": keep hope above 75% and discontent below 20% (maybe 15 or 25, don't remember, actually). When I've done it my people hanged lord Craven on the generator and I couldn't do anything to stop them because of the lack of guards. The scene was heart-tearing tbh. After that, according to the ending, everybody lived happily as equals, but I'm not sure that history won't repeat itself. :)

btw I got the The Union achievement at my 1st playthrough when I've sent all the lords away and builded fortified fortress to defend from them (order path), so it's probably bugged if you're aiming for it.

I got it I had all the lords in my town people happy etc. Though I did let them lynch Lord Carvin or what ever the name of the really disliked evil lord is.

I don't have any lords at all on my playthrough.... is this a side effect of the Hope tree? I went Order.

@mmrnmhrm
Thats interesting I had my suspicious that i got my ending bcs of hanged Craven, but apparently thats not it. I also didnt had guards so Im not sure if there wasnt some lynching event which could be the turning event. I'll reload and see if I cant get ending before that happen.

@IvantheFormidable
Yes I did. Only people I left behind were some half-dead lords which I found in a snow and they didnt wish to be escorted in to city.

I accepted all waves of lords, instantly bult homes for them, always resolve issuies peacefully, didn't bult propaganda center and prison, never allowed to lynch anyone. Used only morning gatherings, foremans and patrols but the game decided that a was a despot towards people and lords got enslaved at the end although I tried to acheive peaceful ending the whole walkthough. This game is so ♥♥♥♥♥♥♥ random. I don't understand what I did wrong, it's frustrating.

wierd, i feel like using certain laws triggers certain ending, I used Prisons to deal with the Discontent the Lords brought, took in everyone, cured the sick, saved Lord Craven from lynch mob, and I got the good ending/we are equals.

Maybe pushing your citizens to death triggers despot ending? Were you using extended Hours? Child labor? Anything that could put citizens in harms way at work? I avoided that so i had no workplace deaths.

My playthrough sounds very similar to yours but i didnt use foremans or patrols. I did however use the prison.

I was using child labor, safe jobs (didn't take the all jobs law), but I think I took all the laws in the order tree down to the last one "new order", which I didn't have a need for. Used 24 hours shifts rarely, extended shifts only when needed. Not sure, but I suspect the ending is influenced by how you handle the scripted events that pop up from now and then under the class conflict banner.

When lords arrived (and I accepted them all), I resolved a few events peacefully (gave food to lords, then to my people, and told them to resolve who get meals first themselves). Then I was given an objective to maintain something like above 50% hope, below 25% discontent for a day and was given 4 days to do that. When I did it, I got people united. And I "crossed the line" as far as possible here, so it's not a problem in 3rd scenario.

This makes sence. I didn't manage to heal all refugees in time to complete the task in such short period of time. There were like 200+ sick people and I even used additional rations on them to heal faster. I had 8 sickbays all over the place and 3 boosted infirmaries with all upgrades and still failed to make it because of cold!

After failing my first time, I always grabbed the overcrowding law instead of the extra rations. Sure, discontent goes up, but at least that ridiculous number of people can get treated faster :)
