Food makes no sense

I have 2 maxed out hunters tents and 1 cookhouse and i never have food, ever. always stuck at 0 even with hunters gear

Then you're probably doing something wrong. Hunters go out at night (18:00), so they need to be stationed there after the normal workday. They get you raw food that the cookhouse turns into rations.

That is because you don't have enough. You are bringing a little bit in, its getting converted to cooked meals so fast you don't even notice it and your people are eating it. The solution is simple. Make more food sources.

I had like 10 upgraded hunter's hangar by end game of scenario one with all upgrades. I believe you require more pylons.

well 2 hunt posts are barely anything if you consider having for example a 500 people city. its kinda easy to get food in this game, i personally love go for soup when im low on, or preparin for the final storms. overall you need alot peoples to supply food and i really love the hothouses, cause you even could use an automatron 24/7 in it. main problem of this game is coal,coal,coal. you think you had enough coal just to notice you are ♥♥♥♥♥♥ as soon the storm hits XD

That seems too little raw food income. Make more Huts and more Hothouses. I had something like 4 Hothouses, 4 Huts and 2 Cookhouses and I still haven't been able to produce a wanted food that I needed to survive the great cold.

Also use bonuses like Foreman(?) if you went with Order (+40% production). Those loud speakers also. Put 24h shift. There are quite a few ways to increase food/meals productions.

i'd make more but i'm at the beginning of the game, i don't even have that many workers. jesus, the huts take like 15 and the hothouse is 10

also, nevermind getting coal when i don't have enough workers left

Also, depends on what your scouts are grabbing. If they got ahold on some raw food, you might want to forego getting your own raw food first and further other priorities.

theres an upgrade lowering the required hunters by 5 in midgame :P think it were tiier 2/3 level.

Are you sending Scouts to explore? later in game you'll be able to establish food outpost.

What about soup or saw dust? Have you conidered that?

Scout more. There are a bunch of people locations that will get you more bodies so you can get the food rolling.

Also engineers won't work hunter's huts. I often find I need to shift engineers into harvesting jobs to free up regular workers for hunting.

That's not enough. You need hothouses and flying hunters in addition to hunter huts.
