Have you tried restarting your game? Have you double checked it's actually a guard station? I had an awkard encounter where I was trying to place it on the house BEHIND the guard station due to my point of view.
Guard Towers have more effects than Watch Towers. HOWEVER, overlapping a Guard Tower with another Guard Tower does not provide any additional bonuses (the bonuses are based on how much of your population is near a Guard Tower, not how much overlap there is).
If you overlap a Watch Tower with a Guard Tower though it seems you get the reduction for having citizens inside a Watch Tower radius AND the reduction for having citzens in the radius of a Guard Tower.
As such there's still an advantage to having both (but if you've only got enough resources or space for one, then the Guard Tower is better).
Having both gives bonuses for both buildings. That is you get both watch tower and guard station bonuses applied.
It is working as intended. Watch posts are manned observation towers for keeping watch on what going on. Gaurd stations are for the guard who patrol and keep the peace and if need be beat up people.
Apparently the problem was between the keyboard and the mouse.
I tried to place a guard station on a guard station. Must've skipped on watch towers and forgot about it.
It makes sense semantically, but the guards only patrol when you tell them to. Other than that they keep watch from the tower. Being on watch is an inherent part of being on guard.
I'm gonna assume the devs didn't think about overlapping watchtower+guard station when they wrote the rules for how the bonus is calculated.
