Shelter for New Manchester quest bugged?

In the other scenario, I'm having a bit of trouble with the optional mission.
It says "Gather 600 Steel, 600 Wood and 1 Automaton and send the relief expedition"
I gathered the required materials and the automaton fairly quickly, but there was no option to send them? I tried sending a scouting party back there, but nothing happened?
Is the timer on it meant to run out before you can complete that quest?

The option is in the Beacon, you need to scroll to the right, there will be automaton delivery available.

And you don't have to use automaton expedition if you scroll again you will see the one to send the help and costs the 600 steel wood and the automaton

Thanks, I'll do that next time I play, as for some reason the incompetent engineers decided to keep their vital seeds stored in drafty, uninsulated seedvaults. I mean seriously, all my other buildings were fine, but the seedvaults (with steam hubs and heaters on) were still freezing to death. I don't understand why there's no tech to increase insulation of those vaults.

I seriously thought it was bugged too. They need to make it a little easier to find these kinds of things. Poor placement decision.
