How to get various endings (spoilers)

"We crossed the line"

Looking at other folks, it looks like if you get the capstone law the ending says you "crossed the line":

" We have gone too far"

I refrained from getting the capstone law which removes the Hope bar, but got 4 'oppressive' laws. The ending I got reminded me which laws it didn't like (order path, prisons, propoganda, spies, guards) and said I went too far and abused order.

Someone else got 4 citations for being evil and also "gone too far". The 4th one was "work oversight" though, oddly. What on earth is work oversight? So it may not be just laws which are considered evil. Maybe someone died from overtime?

Marbozir somehow managed to get this in spite of getting 4 citations of evil acts. Prisons, Watchful guards, Work Oversight, Morning Gatherings doesn't trigger "we crossed the line":

Morning gatherings hardly sounds evil to me. And he got "watchful guards" instead of "oppressive guards" like I did. I wonder... did he not send the guards on patrol like I did?

I got "we didn't cross the line" and did a lawless playthrough. Didn't adopt any policies/laws

I'm beginning to think the game will just make 4 most noteworthy citations. The quality of the citations matter.

good ending : go either order or faith but never built propaganda/faith keeper

normal ending : never take New order/New Faith

Vague ending : take New order/New faith

I think this is how is work so far...
