Londeners were easy in both. Faith you convert them; Order I built a prison and managed to capture like 18 of them; 12 wanted to leave, I let them and gave them resources to do it.
Better city design (going full faith doesn't change much but how the generator looks)
Better production (foremen and agitators > shrines, +60% production with both!)
Better discontent management (patrol and execution give effect immediately)
Two kinds of towers, with Watch Towers to be entirely replaced by Guard Towers as soon as hope turns to obedience
They can struggle with hope at times, but until you've hit new order neighbourhood watch and propaganda helps
Faith:
Better hope management with many religious buidings, hope barely ever an issue
More healthcare and warmth options (though field kitchens require workers and heat themselves and infirmaries > houses of healing)
Most abilities take place only at night and are not instant, this makes planning necessary and makes you vulnerable in a pinch
Overall it feels like Faith is more short term benefits and making mid game easier, and Order is ultimately better late game when you got all necessary research done and houses of healing and kitchens are of not much relevance anymore.
For me, Order > Faith
It's a tough decision.
That being said, I didn't sign the New Order law, I got as close as possible without becoming North Korea.
Alos 'sudden super ice age storm' is sort of a very extreme scenario. You cannot be idealistically altruistic when people complain about it being cold and they don't want to work, etc. etc.
If you allow everyone to just don't go to work every time they complain about it.... Your City will die.
If you've played through the storm you will know that people begin to just go more and more fearful and in the end totally unwilling to go work no matter what, due to their fear and we-are-gonna-die mindset.
