It's one of the things I plan to do on my next playthrough.
Or a mix of both. I've just passed the storm with 650 people and haven't enacted the last order law, took all the surivors I could find, never turned anyone down and still get the "but was it worth it?" ending. Yes it was, it probably helped keep 400 extra people/refugees alive and fed.
Also an option.
There's nothing wrong with a little Order and Discipline sprinkled with some Faith; or visa versa.
I'll try it out if I do another run. Just finished a hard/order run, didn't need to take prison but did do the forced pledge of loyalty. Hope was pretty tanky in the end. I'm not sure you could keep it off zero. I did goof things like build steam thumpers to keep the whiners happy even though they had 25,000 coal. Crimpled mines and automoton kilns could have kept that going for two weeks but it was low enough I didn't want to take another hope hit, longer if I didn't give the 1,400 wood away.
You can take Prison and Propaganda, but you can't take the last 3 laws.
Provided you make actions (non-book of laws actions!) that keep hope up, and avoid stepping into anything in a way that you already know will hurt you, it's doable. I suspect this is more having played the mission more than enough times to know what would bite me.
Note: You have to pick Order/Faith in New Home, but I didn't enact anything.
