I mean I did basically everything in the best way possible and still the game literally only focused on the worst aspects of the campaign and it tried to sell neutral decisions as negative ones as well. For example the ending implied that I did something bad by building a prison, but it was one of the options in the mid-story and I had to choose and this seemed the most fair and least harmful option. The most civilized. The game failed to mention any good thing I've done.
1. I found basically every single outsider and let all of them into the city
2. 95% made it out alive (I saved more than 530 people)
3. I gave extra food to the sick instead of giving them fewer
4. I fastly treated the sick persons (almost no one's condition got worse)
5. When someone did something questionable in the community, I was gentle (for example when a woman wanted to steal 2 food rations, instead of punishing her, I let her have them)
6. There were never been points through the entire story when someone got hungry (every character was well feeded till the end)
7. I did basically everything to keep the Hope level high and Discontent low (this was always zero)
8. I tried to never sign any laws that could have been harmful to the community in any way (I intentionally avoided them)
9. I maxed out the temperature in order to provide a healthy and comfortable enviroment to the characters
I could go on and on. I did basically the most perfect/purist walkthrough possible and still the game tried to imply that I only did wrong. It's ♥♥♥♥♥♥♥ disrespectful.
Whereas with Order, it was just a piece of paper.
....declaring your loyalty to me.
Nothing wrong with that....
Child Labor - You monster putting the kids to work in this hell hole
No Child Labor - This is life and death why aren't you using everything at your disposal to help the city survive?
Soup Law - ♥♥♥♥♥♥♥♥♥♥, it's not enough we're freezing, now we can't even get a full meal?
Though my Order Playthrough I didn't cross the line according to the game. But I never did anything bad in my perspective anyway.
The entire point of the timelapse at the end is mostly to illustrate your major choices I believe. The Negative/Positive comes from when it says you did or didn't cross the line.
But I personally have a feeling its a culimination of law choices that singly don't seem bad but combined push it over the edge. As well as responses to the various quests that pop up from time to time.
But that's just speculation on my part without knowing the nitty and gritty with how complicated or simplistic they programmed that decision.
I went the full faith route (I had seen a lot of the gameplay videos went with order, so decided to do something else). And you get the same sort of ending. I sent "faith keepers" around to beat up people who didn't toe the "god" line. People were whipped in the streets. And in the end I was basically god.
In one of the other scenarios (refugees) I didn't let anyone from the lord camps into my city (there were ~300 of them and there was no way I could see of supporting them). And in the end of that I was called heartless and that I likely killed them all.
It was fun to play and I don't give a damn about the little commentary at the end.
The ending is a down point but an update or two could improve things.
I did a few endings as you can see :P, first time I finished I got the "we crossed the line" ending.
Has anyone checked this? Or developers have not provided for this and you are to blame in any case?
