People hungry with plenty of food rations?
So i have 11 people hungry while i also have 200 food rations. I am low on raw food.

Is this a bug or something ?

Having the same thing happening, ironically enough the guy that was starving is working as a cook.

They will go down if you have food rations, sometimes people get hungry because of refugees coming in etc, but hungry people dont go instantly down, they are feed slowly. Just wait it out and you'll see it goes down.

Incoming refugees will sometimes be hungry and take time to reach the food. The cookhouse is actually the distribution point for food so if you don't have a cookhouse they will start starving if there's no raw food in the stockpile. I also noticed that if they are starving and it's during work hours they won't always go eat instead of working themselves to death.

they get food after the shift.

Having two cookhouses at 500+ population is a good idea.

Well, I noticed that even if there is food not all hungry people eat and instead non-hungry people eat them. So there is no priority. Additionally you might have hungry number at 10~ for few days. I am not sure about the exact reason but I think even if you feed hungry people more people get hungry. I didn't check and observe hungry people 1 by 1 so I am not sure.
Some people might not eat at all because of shift. It happened to me sometimes with emergency shift.
Had the same problem, you have to build more Cookhouses since that get the food from there.
I have solved it guys, you put the cook houses near the living spaces and they eat in there free time before and after work. the more people the more cook houses i have four at about 600 population.
To eat they need free time and a cookhouse. It may be that you order many things built at night and so they go to build first. If time runs out they go to work first before eating.

Yea, I had two cook houses in my "industrial area" and I moved one over to my "residential area" and immediately my starving people ate, so I would try that!

Also they do have to walk to the cookhouse, so they can get hungry as they walk over. In a large city, I try and run 2 or three cookhouses just for ease of accessibility

had the same problem. 6 people being constantly hungry although there were 1k rations and plenty of raw food. turns out that all of these 6 people were burying the dead due to the cemetary law. kinda weird and looks like a bug because I was receiving crowd messages about rebelion if I won't provide enough food for hungry people, considering the fact that while burying they're cannot be fed forcefully xd

I feel like we just have to wait.
I don't know the game very well yet but from what I understand hungry people will go eat when they have free time.
If they work it's not possible, and the same if they do another activity (burying the dead for example, or building).
But normally as soon as they aren't employed anywhere they will go eat.
If you want them to go eat during the day you can remove them from their workplace

they need to PHYSICALLY walk to a cookhouse.
