Report a translation problem
I've got the "we didn't cross the line" text in at least 6 games. The first time that I did all of this, I got it. The achievement isn't bugged, it's just poorly described.
I find myself wondering if soup, radical treatments, or child labor has an effect on whether you can get the achievement, given how the ending text changes to reflect the earliest laws you passed. I've seen, in Youtube videos:
"First we tightened our belts... thin soup became our main meal"
"First we put our children to work... families lost their children"
"When sickness hit us... amputations were better than death"
They're all very negative, except for the one reflecting the Sustain Life law:
"When sickness hit us... we refused to give up on anyone"
That's the text I received when I got the Golden Path achievement.
Mine is similar, with the only difference being I did not take Medical Helpers because I thought it would be too similar to child labour. So that means this is not important.
I took Faith, and eventhough my playstyle was similar in the past (saved everyone), this time, I did not take Faith Keepers, which could be too militant? This means I couldn't do anything about people stealing food and beating up priests.

I also got enough Child Shelters, and if all children are housed, you get a permanent hope bonus.
The differences for me are:
I did not fulfill every request because I was going for better than London, and in the beginning I did not build any dwellings when they asked for it, until I got Bunkhouses. I also failed the wood request just before the storm.
I did not have the scripted amputee.
I did not get Londoners, I united everyone.
I did not have automatons.
I did not have any coal mines.
I don't think this matters but, once the storm subsided and all the negative hope modifiers were removed, I noticed that in this game ended with my hope bar full.
- You have to save everyone (693 people not counting automates) . At the final credit, you'll get the message "we let no one left behind" if you have done that. In order to do so, you'll have to find and escort every group of survivors. If you don't escort/intercept all the groups, some people die and you'll not end up with 693 people. The scripted death that occur after building the house of healing has NO effect on that. You're also not allowed to lose a scouting team due to storm or in Tesla City. No banishing of people. If you get your 1st amputee, you have a certain amount of time to supply a prosthesis, otherwise one citizen will commit suicide. Support the father with 30 food rations so he can find his daughter (if you don't either the father or the daughter dies depending on your choice)
- No Faith Keepers (they are not needed for a successful run any way) , this results in -50% food production in the kitchen in the late game, just build two more kitchen to counter that loss in production.
- No occurrence of needs (shelter needed, heated houses needed, coal needed). So you'll have to shelter everyone before the 1st night, if you get new refugees build them new homes in time, take care that your people haven't it chill for too long. If you only use coal mines, an event will occur that will prevent you from achieving Golden Path. You'll need two Coal Thumper and six Depots next to them to collect the piles running before the storm.
But you want to do that any way because of the 'Lost Soul' achievement.
