Send in the scouts at Tesla City?
I sent in my scout team at Tesla City despite the warnings. I was saddened to learn they died, however I noted with delight that at Tesla City now I could have a depot team run me a new steam core.

I know 5 people dying is rough, but I have 10 automatons now that run night and day at 90% effeciency. Seems like a good trade to me.

Now I wonder is this just a random occurence, or has anyone encountered this also?

My first playthrough the lightning scared me away and I noped outta there.

All of my subsequent playthroughs I've explored the city and have *never* lost the scout team. I didn't even think they could die anymore (and who's gonna say no to limitless steam cores). It's definitely random and I think it's weighted heavily to be safe instead of lethal because I tend to have awful luck with these things

It's random. There's a significant chance of your scouts getting killed at Tesla City but they occasionally survive. Regardless of whether they die or not, you can build an outpost there.

The bear encounter has a similar random chance of scouts dying, although there the survival rate is higher.

This is true and for this reason you should make sure that any scouting party you send in, should be a fresh one. In other words, make sure they haven't already looted another site and are carrying anything because you'll lose that loot if and when they die.
