The PS4/Xbox One release has a different balance (keyboard + mouse has a greater precision and it's just more convenient when it comes to this type of games), so simply throwing in the controller support on the PC version, without rebalancing it, would make the game extremely hard, and having two different sets of balance settings (depending on the control scheme) is a tad hard to implement, so we need more time to research this.

You can use steam input setup to configure ps5 controller. In frostpunk page, go to controller settings(icon).There go to edit controller layout and input key however u like. It works fine as far as I know, still not precise like mouse and keyboard.
