Thanks for posting - while we have prepared control scheme for gamepads for the console version, it's still uncertain if it ever will be implemented to the PC release. The PS4/Xbox One release has a different balance (keyboard + mouse has a greater precision and it's just more convenient when it comes to this type of games), so simply throwing in the controller support on the PC version, without rebalancing it, would make the game extremely hard, and having to different sets of balance settings (depending on the control scheme) is a tad hard to implement, so we need more time to research this. Please await official news!

Ok, since the dev has responded and said it's unlikely, I'll offer my help as a fellow Controller-On-PC-Person.
If you use an XInput (XBox) controller, I think your only hope is Steam's controller support, but you'll need to find somebody more with knowledge of that system (I personally hate it, can't stand it, wish I could delete the files for it).
If you use a DInput (PS4) Controller, DS4windows is where you should look. This program has significant support for remapping the controller to keyboard+mouse commands as well as to XInput commands. It even supports Macros. What this means in practice is that you can remap the controller to mimic keyboard+mouse commands.
I'll give a brief introduction on how to configure DS4Windows (The installation process is simple, as is the process of finding it via Google, ignore all the spinoffs, most of they aren't as good, and often inject ads, ignore any "better than DS4windows" or "newer than DS4windows" claims, they WILL be worse).
The main program windows has tabs for navigation, the Profiles tab is where you configure the control layout. Edit or create a New Profile, and it will show a visual map of the controller, and a bunch of settings that you can ignore (or explore whenever you want, but it's outside the scope of this post). Clicking on a button on the image opens the mapping window. Here you just click on the key/action/button that you want it to perform (or "Record a Macro" on the right, this wont be covered though). The touchpad by default mimics mouse behaviour, however, if you want to configure one of the sticks to be a mouse, I believe binding it to the little "m" button on the mouse picture should do this easiest (if that doesn't work, just manually bind each axis).
When you've bound all the controls that you want, save the profile, and use your controller. Bindings can be changed in real time, with the controller plugged in, so you can tweak as you go.
PS: If you use a PS3 controller, The ScpToolkit has similar options available, but is less user friendly, and you have to be careful of where you get it from, many releases come with injected malware and/or trojans.

No to be exact your argument is. Why should he have to buy a additional plaffourm to play how he wants when Xbox controllers are a accepted fourm input device for pc and frostpunk has already been shown to work with them. Pc is not only keyboard and mice. While the devs should be under no pressure to add support and they are not even his post is not pressure it’s telling the devs adding it will sell more copy’s take it or leave it. Thou in a rude way.
When frostpunk is on console it shows the devs have found out how to use a controller for there game requesting it to be added to the pc version also is not a unreasonable request to get more sales. Thou the way he said it is quite rude and honestly should more so get him a vacation from the form but the underlying point still stands.
The dev answer sums it up well thou they are looking into adding it. The balance reason is not a excuse it’s a rather valid reason for it not to be a easy task. Many game devs do not want to release a crappy produce even if your fine with it. It has nothing to do with them wanting you to play a given way it has everything to do with them wanting to keep there product at a level that is acceptable in there eyes.
They explained why allowing classical controller support on PC is not so easy - the game gets significiantly harder if you can't super quickly click around.
