Where's the HQ/Administration?

There's one thing that's been nagging me since I've started playing this game. Where's the city administration headquartered? I doubt that the Generator has a built in office and there's no building that houses the city administration. Is it part of that supply stockpile that's automatically built at the beginning next to the Generator? Where's the Captain's Office?

I get announcements and such getting made from the catwalks and such on the side of the generator but what about the administrative work? Where's that done?

You will notice one thing you have the same workers as you have people. The capt is included in the labor staff he doesn't sit in his office all day. As such no reason to have one. Like in most small villages the capt is just another workers with admin powers he dosent spend all day doing admin work only guiding whats going to happen than going to work himself also.

If this wasn't the case we would need food/housing for 1 more person than it shows we have witch we don't.

Its not like modern day that you have 50-60 useless people in city hall playing with paper all day to try to screw with your lives. So don't need a government building.

Hadn't considered that angle. I just wish they'd mentioned that in the lore or something.
