Heaters are basicly a space heaters used in the building so an entirely other source of heat and dose add on top of all other sources.
Insulation is the only other way to add heat beyond that.
Field kitchens also can be used witch dosent change heat level but makes it so the workers sickness levels are offset by 1 heat level so chilly is calculated as livable.
If you mean dose one building with a heater add heat to the building beside it no just like my house doesn't heat my neighbor when I got my space heater on. Heaters only add to the building there in but do add on top of heat level from steam hubs.
Heaters heat level also has nothing to do with gen heat level and always only raises by 1 unless you have heater level 2 or 3 than its +2 or 3 respectively regardless of gen heat level.
A note thou heaters only run when someone is in the building and only if it will raise the heat level to a workable level as otherwise even with the heater on someone still is not going to be in the buidling so wont be on.
Its easy to test just turn heaters on when its in a steam hub area and heat level is one level higher so long as you are doing it as said during a time people are in the building.
