Soup is made for poor and making your citizen drinking soup its easy to manage with the hope
It is mostly water, probally from melting the snow.
And so they will eat soup and like it ;)

The idea behind soup is to fill the stomach with minimum amount calories - filled volume of stomach creates impression of being fed. Of course people complain because it is only temporary measure and you become hungry again very quickly.
