The DLC's and Game of the Year Edition
The only expansion which you can buy separately got a mixed review on here. After that they seem to have decided not to release the DLC's separately so they don't get a review?

So do the DLC's as a total make it worth buying the game of the year edition? Or should I just stick to the basic game?

The DLC scenarios haven't been released. There's nothing TO review.

There was no separate expansion. There was a single Endless Mode map or the Season Pass, which included the map and the two yet to be released scenarios/DLC's.

The GOTY Bundle is currently available at a discount for 34,88€ until 14th October.
That is quite a bargain!
That includes the game at 50% off 14.99€ plus the Season Pass which includes the Endless Mode map and two DLC's yet to be released in Q4 2019 and 2020

You will be able to purchase the DLC's individually once they have been released if you wish to wait, but then you'd have to pay full price for everything individually or await another sale at a future date.
So... 34.88€ now until 14.10.19 or hang back and wait to pay 53.76€ later. Your choice ;)

I am the sort of player who likes to see the "main" DLC's come out before I buy, I am not the sort of player who can go back to a game months later just to play a DLC. I like everything on my plate for the gaming meal. :)

So I can hang on, others will no doubt go for the GOTY edition.

Taking goty now is barely more that base at launch though.

The base game is good but I'm very reluctant to get the goty edition without more info on the store page. Unless you're extrememly hard core to play all scenarios more than once on different difficulty settings, you'll find that there isn't much replay value for any scenario to justify the price. But I might make an exception if and only if there's more info on the goty store page.

Its honestly not game of the year at all, one dude from PC gamer said it was his favourite game and they decided to call it game of the year. Ridiculous.

What's in a name? GOTY may be a little over the top, but ridiculous? No, ridicule is too much.
Personally, Frostpunk is one of my favourites for that year for sure.
Which was your favourite game of all of those you bought for 2018?

GOTY editions haven't been real GOTY for quite a bunch of years now.
Not like there's really an official GOTY anyway. At most there are GOTY's for specific site and magazines.

If by world map reset, you mean winter land map, it does not equal replayability as I believe locations may change but their names do not, so it becomes predictable after a while. And endless mode was just added to appease those asking for it. I would not want to replay endless mode without a definite game ending. Don't get me wrong. I do not fault the game if it has low replayability simply because its design is scenario-based. If you think the price is fair because you think it is, it's your choice but let's not try to justify the price based on replayability. I'm assuming you're not a new player and just getting the season pass. If you're new, then obviously you'd save more getting GOTY.

Anyway, GOTY, Gold Edition, Ultimate Edition etc. are nothing more than marketing semantics nowadays. Unless you see the words "Complete Edition", don't be surprised if it isn't complete although it may be at this point in time. I'm not saying it will definitely happen here but take a look at Civ and you'll know what I mean.

I have one question about the GOTY edition.

The store says it is still to be released, with no set date.

Shoul I buy it, will I be able to play Frostpunk (base game+ Rifts DLC), or

Will I be forced to wait until the GOTY edition is properly released?

You will be able to play Frostpunk and The Rifts after purchase, but other DLC will be available only after release.

The Last Autumn was set to be released Q4 this year and Project TVADGYCGJR somewhere in 2020.
