If you are on a laptop (particularly one with two GPU cards) the Intel HD chips are garbage for gaming. It isn't strong enough for new games, and it doesn't have support for older drivers needed for old games. It's meant for watching Netflix, checking email, typing up a report in MS Word, and that's about all.
I was running a Intel HD / NVidia 680 up until two years ago when it finally gave up and died. It turns out that NVidia has a set of "retro" drivers and a few related folders that you need to download and install IN A SPECIFIC LOCATION OUTSIDE OF THE STEAM FOLDER in order to make older games like Genesis Rising run. Sorry but I cannot remember the specific details of that necessary setup... go to the NVidia support page and ask them. Tell them you are running Steam games that are more than 3 years old and need a set of legacy drivers and folders to run the older programs.
I'm not sure if Intel or other GPUs have a similar problem or not, this is specific to NVidia as far as I know.
I got the same message using Nvidia GTX 1050ti. I have two graphics cards, the intergrate Intel and the Nvidia.
I have found how to fix it for Nvidia card. I open Nvidia control Panel. Click "Manage 3D Setting" and added Genesis Risng on the 3D setting. I had change "select the preferred graphic processor for this program" from "Use global setting" to "High performance Nvidia Processor".
It no longer gives me the message that the graphic card is unsupported.
