You can try the following one or both...
- Right click on the RC7 executable and select "run as administrator"
- Run "secpol.msc" and open "Local Policies \ Security Options \ User Account Control: Admin Aproval Mode for the built in Administrator Account" and ENABLE that, then reboot.
It's been running fine for me on a couple of Windows 10 machines.
That's not quite specific enough.
If you are seeing a Compatibility mode pop-up box, then that box may be due to some of the things you have tried doing to get it to run.
Start by turning OFF any and all compatibility mode settings you may have set on the program.
You may not have done this. It may have been done as part of the WIn10 upgrade.
Try completely removing Aerofly and re-installing it all over again, after upgrading your video drivers.
If you still get the box, there may be a registry setting in place that will have to be removed too.
Remember to reboot after the driver updates, then performing the Steam re-install.
Aerofly should not be running with any of the compatibility mode settings.
I'm running it on Windows 10 x64 installations that have been upgraded. You would think this scenario is the most problematic ( versus a clean install of Windows ) yet it runs fine AFTER I resolved the black screen issue.
Also remember that you will be forced to revert Aerofly's video settings to their defaults the first time you run it.

Uninstalling and re-installing is not a big deal, your custom planes and settings are preserved.
On the Aerofly forums there are a lot of people running it just fine under Windows 10.
If it did not work, it would not work for me too.
"a lot of people with this issue" is not the same thing as "the software doesn't work with Windows 10". Equating the two only acts to defer possible solutions to what you are experiencing.
Given what you have already tried, have you also turned off the in-game screen overlay, which screws up many games?

Then if you still see the compatibility screen hit "cancel".
I have Aerofly running fine, but I suspect that is because I did NOT install it to the C: drive.
Windows asserts increased security protections and restrictions on the C:\Program Files & C:\Program Files (x86)\ folders.
In my case I always use an SSD boot drive, so I installed Steam to D: so it is likely that the reason I'm having success is due to that.
When I run it Aerofly has no problems saving settings, loading and saving configurations, etc.
Again, this indicates Aerofly itself runs just fine under Windows 10, the problem is with the following two items.
1 - Steam Overlay and the effect it has on Aerofly ( something that the developers may be able to fix, e.g. by forcing the overlay to be disabled for Aerofly ).
2 - Default permissions - This could be handled by the installation program.
