I believe you have your answer ^^ From what i understand from this is that it will stay an online game no matter if you want to play alone or with others.
There are however, some very ominous reasons to prevent offline gameplay.
Both games use server side calculations etc for many parts of the game - theHunter always has done so as there is a competitive element to the game. Some of it is security, some of it is fairness, but it's unlikely to change. Another case of finding something to moan about for the sake of it in most cases I think.
The stability is definitely in need of improvement however.
