EDIT:
It loads the "old" savegame from the gameservers. I did not want test this one, but can confirm it works for people with the lvl 1 bug.
I am not going through the hassle of doing all that. I uninstalled the game. Maybe someday it will be fixed by the people that should fix it,not the players. Very frustrated and unhappy.
But nvm that because I found a fix! Had another friend try as well and it's wokring for them too! My game now saves the items and levels when I exit!
Thanks to @Dumbfounded Polymath for helping me out! So I did a lot of fiddling with the files but I found the isse and fix!
So what seems to be the error is that my game and likely the game for other people, would not read the correct file/ or pull the correct file from the cloud. It is similiar to what was done a few posts abouve but I tried that and it didn't work, but the steps are similiar.

Here is the folder that's of interest.
C:\Program Files (x86)\Steam\userdata\12345678\322920
Note: the 32290 folder is of interest, it will be in the userdata folder, so just search for 322920 in the userdata folder.
The 329920 folder is where thehunter primal stores the saves and does syncing with the steamcloud.
there are 2 files in here, remotecache and remotecache.vdf
Here is the interesting part, inside the remotecache folder there should be 2 saves, tHPsave.sav and save.sav - In my case there was only tHPsave.sav which is the steam cloud save with Level 1 stats.
Since that was the only one present, and the game did not store my progress in it, the game kept reading this 'Level 1 stats' save (tHPsave.sav)
You may have a save.sav file and that's good! - This is your old level with all your items!!

1) Start Steam.
2) Disable Steam Cloud.
3) Go find a folder called '322920' in your (x86)\Steam\userdata\ folder (Note: depends on where Steam is installed)
3) Delete all files in Folder 322920
4) Start the game and press PlayNow to create fresh (and thus different) new files.
5) Exit the game and Steam.
6) Delete remotecache.vdf in Folder 322920
7) Start Steam.
8) Enable Steam Cloud and start your game, PlayNow and the Cloud Sync Conflict dialog should appear.
Once the dialog is opened, don't click on any option.
9) Go to Folder 322920 and delete ALL the files in it, remote folder and remotecache.vdf.
10) Go back to the Cloud Sync Conflict dialog and click on "Upload to the Steam Cloud".
11) Then the game should start automatically, press PlayNow.
12) Alt-tab the game and disable Steam Cloud.
13) Return to the game and exit it.
14) Exit Steam.
15) Start Steam and Enable Steam Cloud and start your game, PlayNow
Everything is back to normal :) apart from the scope bug, which has vanished lol
How much stuff is in your bag? You may need to off load some ammo and get your inventory down to a reasonable level. Then alt tab out. Also once it's fixed and you dup ammo it will put you back to lvl 1
