Seconded. Without playing Asylum/Madhouse 13, most players won't understand Dr Xi's and Dr Xiao's background and the context behind the events in PB6.

Perhaps Heartbeat Plus can consider releasing a story guide and/or a video (perhaps even a short anime?) for the non-mobile players.
