I'd use that for Sturdy Bunker's family /shrug. It's not like anything else really needs +3 range at 2x2 size.

I kind of wish you could see the neutral position before you placed it. Might put more value on certain tiles that you don't want to lay, but are tempted by the neutral on it. Or let you place the neutral ON THAT TILE after you've set it.
