However, I did not like it. I will not say it is a bad game, I just did not like the controls or graphics enough to get into it. But it is a game just as you say.
In fact it just happens to be the game I got right before DW8:E. But that is a coincidence. They are nothing alike.
I think I went back and picked up DW because I enjoy the combat and combat animations that the franchise is known for. Quality in this area is a priority for me. I do like sandbox games but I won't play them if they are very low budget and feel clunky.
So, if we could mix the two that would be neato.

KOEI has stuck to the base game, XL expansion, and Empires expansion formula for years. That won't change. If you've noticed since DW2, the franchise rarely innovates on anything. Some new features were added and some were removed, but nothing as extensive as what the OP is asking for has ever been considered.
I believe Dynasty Warriors Online may have been something the OP would have been interested in, but it was a failure of an MMO and was shut down.
You start as a private under the order of a famous officer of one famous kingdom (Shu, Wu or Wei).
Your first battle is more of a tutorial battle during Yellow Turban Rebellion, where you have to compelte a simple mission and then you have to help your chief kill an enemy officer (lot of HP and you do very low damage).
Then battles become more important with more objectives and a larger scale with the 2 last battles being the conquest of the 2 others kingdoms (Wei, Wu, Shu).
After each battle, depending on how you performed, you get skill points which you can use to upgrade your characters by increasing the basic combo to 3-hit, 4-hit, to unlock charge attacks or musou, to increase your health, get ice arrows or tactical skills like volley, fire attack, march, rally or ambush.
And if you performed well, you can also get gifts from your chief officer like new weapons or armor pieces (as your character is a CAW, so you can buy and equip armor pieces to change your look) and climb in ranks.
The whole campaign is quite short though (8 battles total) but it grows in intensity (you start very weak on small battles and end up very powerful in large scale battles). And at the end of the campaign, depending on how you play (brute force, tactical, betrayal and the likes), your character gets a bio to resume his life.
With that said, the Mount and Blade battle system is actually pretty damn good so I disagree about the clunkiness. It really takes a lot more time than DW to truly appreciate. The sandbox elements are also much better and way more complex than anything you've seen in Dynasty Warriors yet. What makes Mount and Blade so fun too is that the AI is actually pretty challenging, and not in the DW way. They simply do not get more health, but rather, they block, and time everything you do.
I really do suggest you give it a try again because the modding community is also pretty great, and I have seen mods that fix the models. I even saw a ROTK mod too, but it was kinda incomplete.
I like Empires, but honestly at times it feels way too light on content. I'm guessing I should go towards Koei's ROTK series but then ROTK doesn't have the DW battle system which I like.
I might need to pick up Mount and Blade due to this thread btw.
What RoTK 10 offers is basically free reign, whether you are a king or a peasant. You can wander around the country, not just in your own territories. Building relations with other generals and kings actually has a real impact on the game. You can reinforce them and vice versa when battles break out. The entire game just feels more open and alive as well, with random events that keep the world fresh rather than being stuck with the same crap you start with if you can't expand out. New shop items as traders come through, training and building up has some actual importance, finding skilled generals who you can assign to do things like training the soldiers, building the wall, working on the farms, patrolling to keep the peace. The battles are a little droll though since they just work off the same grid based system as many other games with tactics (granted RoTK was one of the original strategy game series, but still...).
And that's what DW8 Empires would add to the mix. 3D battles, adding a bit more tactic to the power gain (using a morale system where the higher your morale the stronger you are rather than a level up system). Keep the strategem system because I absolutely loved that, it was brilliant. And of course the CAW's would have to be a mix, since I like aspects of both games versions. The CAW of DW8 Empires has a lot of customization options and allows you to make almost any character you can dream up, but RoTK 10 adds features that help you control the AI, not just in battle but in day-to-day life as well.
