No, I tend to go from common to prefect to marshal or strategist, depending on what you did the most.
I might be wrong here, but to get marshal you need to fight the battles AND complete the battle objectives all the time. Same with strategist, except with strategy objectives in mind.
Of course, if the AI has already appointed officers to marshal or strategist, you really need to slander to get them out of it.
Achieving Flying General way of life will pretty much guarantee a promotion to Marshal.
Other ways to boost your standing include slander and assassination quests (Regional Lord). You can get rid of those pesky peons that block your way to the top.
Strategist I found tougher to get, but it seems to link more with your way of life, so if you complete too many Brave titles too early, it takes longer to recognize your strategic accomplishments.
Also, if you are looking for a simple way to get the title that comes from being a vagabond straight to Marshal/Strategist - get to that status, leave the faction, rejoin and increase merits accordingly. This should happen within 6 months otherwise the ruler has appointed someone else more than likely, and will offer you a lower position =/ If that is the case, you can turn down the position and assassinate/slander the poor sap who took your job, and wait for your leader to promote you again. Rinse and repeat. Also, I've found being friends with a ruler helps this somewhat, although I'm not sure how MUCH this affects it.
