Keep in mind this is a port though, the review is not about the PC port, and he's playing a japanese version. So look into whether or not the game will work for you if you plan on buying it, as an unoptimized shoddy port can end up being unplayable if it isn't patched.
- as for the character development, it's all on you. there are event videos that happen when you reach certain goals that always shows the character you are playing, be it a custom officer or one of the original officers.
The replay value really comes from doing things differently in each playthrough and unlocking weapons and such. if you never use bonus points, it actually resembles a roguelike quite a bit.

You can carry over a "Title" but I have not seen an ability to carry over Weapons - I did have the ability to auto-create a Son my ruler had as a child.
the options are in a seperate tab when setting the difficulty
red hare saddle counts as an item. you can take the "unlock items" to get all the items you unlocked on previous run, including red hare and all the other items and equipment you had unlocked.
the cost of bonus points is always the same: 4000 for unlock weapons, 2000 for unlock items and 4000 for unlock stratagems if i remember right. one full run will give you enough bonus points to get basically everything.
this game is pretty much based around replayability.
I dunno about that. The game tends to fall into a sort of loop for me. I'll try to be evil later on, but right now... eeeeeh, no.
I am enjoying that loop regardless, but reading jim sterling's review did push me out of my high a bit.
