How WOL Affected AI During Strategy Phrase (Under Develop)
Welcome to the first version of this research. This topic will be dedicated to documenting AI behavior during Empire Mode based on what way of life was chosen for them. Although this game is pretty old by this point, I hope that I can help those who are still playing have the best possible experience.
(I am very busy getting my degree, so it may take a long time to finish. On top of getting every WOL, I also have to start games and watch them closely. However, there are very few unique behaviors from current observation, so it might be completed earlier than expected.)

Global Behavior
All officers attempt something every turn. What actions are available to them are very limited as they can't gain title. The only fixed strategy that comes from their WOL (very high preference for it) or what is available to all officers is possible. Only promotion would give them more action.
Just like the player, AIs have their own resource pool that they spend to take action. Once it runs out, they will not do anything until they gain more again. Due to this, it is best to use bonus points to give them 50,000 resources at the start to at least have an eventful first few years.
What fixed strategy officer will use is based on their WOL; the frequency is based on their rank (the higher, the more frequent).

Behavior-based on WOL
Common Group:
-Brave type: A brave ruler/prefect will focus on the military. If you check their kingdoms, they will spam the most training camps to have as many troops as possible. They will also carry out more military actions like raising troops, training, and launching raids. Due to this, they are often the most aggressive kingdoms. With captive officers, they prefer to recruit brave type or high level officers. They generally will release all other officers.
-Wise type: A wise ruler/prefect will focus on being strategic (or at least as smart as an AI can be). They will generally keep an equal amount of training camps, mine, and market (adjusting as needed). This is the most likely ruler to actually build a weapon forge without player. They will play political games like making supply requests, alliances, slander, and threats. Unfortunately, these actions had very low success rates without a big empire, so they were useless most of the time. On the bright side, they used Scouts the most, so their kingdom will be among the first to 60 officers. Wise rulers will have a stable kingdom, able to do more than others. They will try to recruit talented captives; if refused, they will execute them so they don't become a later threat. They'll release all low-level officers.
-Benevolent type: A benevolent ruler/prefect will focus on... being nice. They generally build balance but have a preference for mine and market more than camp. This is because their strategy is essentially: "mass donate, compassion, repeat." In case you never use it, Compassion immediately flips an enemy territory to your side if it is unhappy, but yours is happy. It is bad to serve these guys because they put their kingdom in a bad spot due to how expensive mass donations are. Unless you are only playing against evil rulers, keep them as Marshal, Strategist, or Prefect only. With captives, they seem to recruit at random and only release them.
-Evil type: An evil ruler/prefect will focus on being even harder to play with. If you thought the benevolent ruler was bad, this is more obnoxious. They really like to build mines, which is irrelevant because they mostly gain troops through force conscription and resources through mass levy. They gain a lot, but their kingdom really hates them. They will be susceptible to Compassion, and non-evil officers will leave their kingdom very often. This is probably why Party is the strategem given to the higher level of evil WOL. Their kingdom can't stay intact without it. They like to kill prisoners of war.
-All-encompassing: The last tier WOL, so it must be the best one, right? Well, an AI with this WOL does have access to every action and will try to do everything. However, this causes them to be scatterbrained, as they won't focus on anything specific. However, their kingdom will be the most developed with enough time and resources. They will attempt to recruit every captive officer and execute anyone who refuses so there won't be any possibility of helping their enemy. Very Efficient.

Outlier/Unique WOL:
-Handsome and Beauty: All four beauty-related WOLs are great as one of your perfect. They have either Great Banquet or Celebrate, which will help you improve your relationship with other officers. They also built an Academy in two of my games. They seem to have a preference for the market and mine.
-All WOLs with trade: WOLs with this as their fixed stratagem act like merchants. They obviously use trade but also only do stuff like supply requests or invites. They seem to basically choose Rest the entire game since I don't see them doing anything else unique.
-Devil May Care Warrior: Act randomly as expected, but not as hardcore as All-encompassing.
-Immortal: Only observe Cao Ren as an enemy prefect for a short while, but he builds a wall. It fits.

I am currently trying to find in Van's Editor... the proper flags to get them to be hyper aggresive. The AI tend to only attack kingdoms weaker than them which ends up having many of them sitting trying to stockpile resources to out resource the territory next to them so they can invade

The issue is that the troop strength ALSO related to dmg done to the region

And the resources bonus points only go to the player to my knowledge and level as well.

I could use van editors for help
