Also a real sucker punch is that your allies doesnt seem to do stronger damage with these.
I wonder - did you equip the weapon on that officer?
Admittedly I never examined it in-dephth (and didn't yet get to in DW8E), but in the older parts of the series, I sometimes played one mission with some of the side-characters, only so I could set their weapons right... Not examined in-dephth as I didn't too closely watch the damage they did afterwards, but I *did* have the impression they were causing more damage that way.
Ofcourse, even if it works, it's sort of annoying that there isn't a more direct way to do this - would be nice to see a patch for this, or at least have them add this in the next installment of the series...
Also, steam mobile sucks.
Well, just now an idea popped into my head as to how to test this ( I never set it to something completely different before, just better versions of the same; but that's obviously harder to discern... ) - will have to try that next time.

No, NPC weapon upgrades can occur on any difficulty, but only when they reach certain levels, though I can't really remember which levels those were (ex. for one of my playthroughs with my brother, we got to a point where my custom character (I was player 2, so I had to change equipment every time I joined in as any officer) started using level 4 weapons by default). If you're clearing scenarios quickly on easier difficulty levels, you're likely to finish the scenario before they reach the point where they start using weapons past level 4. It only seems like it occurs more often on Chaos simply because of how long you'll likely spend trying to clear a scenario on that difficulty, meaning that NPCs have more time to build levels if they can stay alive.
