about "assassinate the ruler"

So I decided to enlist as an officer for dong zhuo in order to kill him by the assassination quest chain.The thing is, although I did tons of assassination missions around his kingdom, I never get the assassinate the ruler quest in the right territory (the capital).

I've got the quest twice in one of the other territories he owns inderectly, but whenever I go kill the guy in one of these missions, it is not him (which leads me to think I need to get the quest in the capital if I want to kill dong zhuo, although I'm not sure). Ironically, I even got the little intro cutscene in these cases, but when I reach the guy I should kill, it's just random npc taht is not even the prefect of territory labled as officer.

Am I doing something wrong?

The assassinate the ruler quest will say who it is if its in dong zhuos capital territory have to keep resting and checking the surrounding areas. Or maybe if your'e in the hu lao gate scenario there might be a rule because of that scenario that you cannot directly asaasinate him.

I'm playing "the alliance against dong zhou" scenario, so maybe there is indeed some sort of restriction. Oh well, guess I'll just have to adapt my role-playing backstory a bit.

there are 2 requirements for you to go straight to Dong Zhuo one he has no marshal the other he has no Strategist

I assassinated Dong Zhuo in the said scenario and the Gathering of Heroes scenario but I didnt took the Quest of assassinating the Ruler from the Strategy but it was offered to me which does happen once you are deep with in your Way of Life and has accomplished the highest tiers of each quest IIRC
