Can I get another celestial orb?
Need to respec my characters skill tree so ill need to make the portal upgrade which ive never done but it takes that orb. Problem is I kinda want to keep it since it offers some simple crafts on its own. does it get consumed when I make the upgraded portal? will another one fall from the sky?

No. You cannot lose the orb you get, no matter what. If you somehow force-despawn it then the game will just spawn another. But you can't get more than 1.
