using 3 meat + filler to make meatballs is a waste of meat.... only need 1 meat.
1. any time.
3. they would have to be in mating season.
4. well tooth traps if they work are really cheap....
5. he would break chests in single player... dunno if DST has him breaking every storage possible.
6.he will keep stealing until theres nothing else left to steal onscreen.
7. you can just make an area just for killing him with traps or pigs.

what about question 2?
He will spawn only when im actully at the base or he can just spawn while im not there?
Will he steal things from Chester if hes at the bbase?
There is no actual way that i am aware of the console reaveling about the krampus but that is a commnad that reduces your nauhtiness level but i dont remember it
To spawn Krampus you have to fill up your nauthiness level by killing innocent (neutral) creatures in your world. If you google for it you will find the wiki page with a detailed list of "this creature gives x nauhtiness" as well as the threshold you need to spawn him.
Another importent thing about Nauhtiness: It goes down if you stop killing innocent creatures for a while.
To prevent unnessesary build up I recommend camping in an area that has Ponds (not in a swamp), since you can catch frogs with normal traps and they are hostile -> no nauhtiness for food.
