Clean sweeper not working

Me and others who joined the server could use the sweeper to change skins. But the host was unable to change anything even though he owned skins of some objects. Does anyone ever had this issue or know how to fix it?

Is the host playing a mod character? Or using any mods that the other players are not?

He's not using a mod character. Some server/client mods were enabled. The only client mod he was using that I didn't was ActionQueue. But he was unable to use the sweeper before he added that mod.

Have him disable all mods, then launch the world, and see if he's able to use the Clean Sweeper. As it could be one of his mod files became corrupted.
