Regardless of the nerf a stack of 14 gunpowder should certainly do more than 160 damage only, since FIRST gunpowder explosion already deals 200!
I think this is user error, you didn't sleep boss / and didn't put gunpowder as close as possible to boss location.
Gunpowder is high tech and is known for need "training" to learn its usage. It is a fiddely weapon this is why most people never use it cause "complicated" or "reasons". Most times its much easier to bumrush kill deerclops as wigfrid with battlespear + battle helmet + firepit against freeze.

About the nerf though, I wonder does it count a stack of gunpowder as one explosion, or each gunpowder in a stack is considered a separate explosion?
Just if it actually counts each unit of gunpowder as a separate explosion it kind of makes it way less viable.
To avoid the damage nerf you have to split up stacks and time your explosion with consecutive 10 second delays. So the damage resistance got a cool off.
Gunpowder might be especially good to fast kill antlion, since it drops rocks (which hopefully don't burn to ashes and it is an easy training target, since it never moves and can't dodge the explosion!
Gunpowder makes alot of sense when you are training with correct usage and want to "soften" up raid bosses like dragonfly, bee queen or toadstool though. But most people don't tinker alot with the gunpowder, since it needs some mastery to gain max benefit.
Just make a test server, turn on god mode, spawn in several different giant bosses and test / tinker gunpowder all day. After that trial you should get a feel when and how to use gunpowder correctly. There is no "easy" fool proof one button way on using it and one hit wonder kill to beat any boss. Bosses are there to be a challenge and require more than 1 minute to kill / fight off usually.
Again search steam guides / google any gunpowder guides.

I tested a bit and it seems that each gunpowder stack counts as one explosion, so you might (?) be able to deal 8k damage a pop, I'll test it a bit more, actually roaming about and trying stuff with no consequences is refreshing as I never did that in the past.
And as for gunpowder usage, I wanted to do it how I once did it in original don't starve, which is pop some gunpowder and finish off the giant safely, and I thought it was a nice idea since this time I was playing as Wendy.
Oh well, for now I'll try to switch to Wilson and learn the basics better.
But explosions can't be buffed nor nerfed in damage.
Anyway in general it is fun to tinker about with new raid bosses or such on a test server, learn them in your own pace, and once you feel ready you can speedrun / challenge them in a true 1 life death server file. Yeah just try get a stack of 40 gunpowder, download the boss HP mod:

And see how much total damage it does it has to do less than 40 x 200 = 8000 , because of the recent cooldown nerf. Cause with 8k most bosses in DST would die surely. Since even Bearger only has 6k max health, but the nerf balances this out. To be sure you can always just use 10 gunpowder per any giant, to soften them up and finish them off with a hambat.
Keep on tinkering and training, the more you use gunpowder in all cray situation the more mastery you can especially with timing, sleeping , freezing and even setting up explosions with fire staff.
It is a fun topic to test for sure :D
I think with that recent nerf the gunpowder got maybe more realistic and you have to think more like a demolition man with fuse timer etc in case you like to roleplay abit xD
