Is the lunar island supposed to be seperate?

I keep generating worlds (both vanilla and modded) where the Lunar island is right next to the mainland.

Today I generated a world where the lunar island was attached to the mainland. No need for a boat! I also got moon content generated on the mainland as well.

Is this intentional or just consistent bugged world gen?

You're supposed to have to sail to it, yes. But same with you, whenever I generate a world the lunar Island is always visible from the mainland, never attached though. I think its because there isn't enough room on the map for a big enough island to spawn with out being to close to the edge of the world.
