How the hell does this filter works? What it filters?

It depends on what you select, like the release date of the skins, what you own, etc.

Survivor filter shows only the skins from all sets for that certain character. It wouldn't show you any other character's outfits/gloves/pants/shoes if you are currently changing Wilson's skins in wardrobe for example.
