Mods not showing up, then steam stopped downloading.

This problem took me hours to almost fix so I wanted to share the problem, process, and hopeful solution as it is still a frequent issue among players.
I run Windows 8 with a high end gaming PC.

Problem: Mods were working fine. I made a new collection to play with my friend, they hit subscribe and got them in game alright. I hit subscribe and old mods I'd unsubed from were still in game, new mods weren't. Whenever I resubscribed and checked library -> Downloads, it would only download a few kb and not show anything in game, but show it was finished at the time I initiated it.


Attempted solutions: Pressed 'clean' and mods simply disappeared. Restarted steam/game, no mods. Deleted mods folder, unsubbed and resubbed several times, made steam verify DST files/cache, no mods. Changed download server to a closer area. Reinstalled Don't Starve Together. Deleted Workshop contents. Deleted Don't Starve Together in steamapps/common and reverified (basically reinstalled) no mods. Throttled download speed to 384kb/s. (To prevent overloading the router.) Later unthrottled as it wasn't helping.


Solution that almost worked: Nvidia had a pending graphics driver update. Updated. The mods after resubbing are recognized to download. But now it's taking hours to download 98mb while I can go outside of steam and download a GB by the time it can reach a kb. Just completely stopped not long after. Tried turning off modem/router for 10 minutes, turned back on, reinserted wireless card. Still not working.


Next solution: Reinstall steam leaving games alone. (Possible my file removal above corrupted it.) Result: Still not downloading, but at least it still recognizes how much data needs to be downloaded.

Cleared download cache after restarting steam a few times and running as admin, checked steam outage map- many reports today, with the last major report day being on the 20th of last month. Perhaps it's not my fault? Still stuck.

I don't think it's a port problem because I've downloaded multiple GB of Ark mods with ease, no firewall, defender completely disabled. But right now I just can't download 98mb. Restarted pc, steam updated again. Still very, very stuck.

Try the following:
-Go into your "Don't Starve Together" folder/file and manually delete ALL mods.
-Verify integrity of game files for "Don't Starve Together" in your Steam Library.
-Launch the game and see if that corrected things.
