Confusing surf 'n' turf recipe

Meat + fish + fish + fish = Meatball????
Monster meat + fish +fish +fish = Meat ball ????
I've done it three times cause i thought the recipe is chance based but still produced a damn meatball. What did i do wrong?

You need 2.5 meat and 1.5 fish

It doest work with all fishes. Freshwater fish will not work, despite counting as 1x fish , 0.5 meat. In DS it does work, but not here.

Seafood gumbo is even harder to make even through it only require 2x fish. Almost always it will make meatballs or surf 'n turf.
