Playing as the secret character?

I just beat the game on Normal with what presumably is the real ending (all levels except Oblivion Abyss cleared), which according to Popon, would allow me to play as her in my next playthrough. However, having started a New Game+ from the Clear Data (Hard mode, if it matters), I find she's still just giving me random hints even after having beaten the first boss. Am I missing something?

Popon unlocks when you clear the game on Happy difficulty. She actually wasn't even suppose to be in town when you first started the game, but that's the only thing that didn't get removed when Mastiff fixed the unlocks.

I read you had to clear the game on Happy difficulty to unlock her.
