They shunned Kenny hats farming

While grinding for green ushanka at the Turret Plant on Elite difficulty I got THREE funky hats from reinforcements but still no green ushanka. Am I missing something or is it just this hard? I'm surviving this mission for an hour maybe.

All I know is that they appear randomly on the Assault Choppers. I happened across one while playing the game normally on Regular, and I never tried farming off of reinforcements. It might just be the Random Number Gods spiting you or which rare hats that'll spawn is determined at the beginning of the mission and that's how you got three funky hats.

Thanks. Guess I have to restart that mission and just hope for initial spawn without reinforcements.
