Do you need online to play user levels?

Thinking about getting this game, and am wondering about the user-made level support. Can you save them to play offline, or do you have to actively connect to some server to play them? I really like user levels in things like this, but I want to stockpile them and play them at my leisure, not wonder if the server will die one day and all the user content will go with it.

Even though you can then play them offline from the folder Saves

You need online to download them, however after that you can play from your downloads. However, after downloading about 20-30 levels, so as to not keep your device cluttered, they will be deleted. All songs stay, though.

So, it decides how many levels I can keep? That's terrible. I have upwards of 3000 Trials:Evolution levels... I'd rather they offered a decent management interface than just arbitrarily restrict what you can keep.

Can you move the files around behind the game's back and organize them yourself?
