[FIXED] game is stuttering/lagging with a high end pc, help

My pc has: 8GB RAM NVIDIA GeForce RTX 3070, AMD Ryzen 5 5600 6-Core Processor, 64 Bit Windows 10 and Two 1TB Hard Drives.
GD Settings: Fullscreen, Texture quality high, Vsync on, Smooth fix off.

I've tried messing with the settings in-game, e.g. Turning Smooth fix on & off, Turning Vsync on & off, Going in and out of window mode and changing the Texture Quality.
I have also changed settings in the NVIDIA Control Panel like the FPS Cap and Vsync, but nothing has worked and it still stutters and lags.
I do have the latest Drivers and Windows update and I've tried re-installing the game multiple times but once again, nothings happened. Any help would be greatly appreciated because this game is near impossible to play like this.

edit: another thing to note is that this just kinda started happening out of seemingly nowhere, and i dont remember changing anything at all.

Fullscreen + Vsync/Smooth fix can cause problems. Try messing with the settings specifically with Fullscreen disabled if you haven't already.

had the same issue only while in fullscreen so i just got mega hack v7 and enabled borderless windowed xd

i turned off some stuff in the background, along with xbox game bar

Could you go more in depth of what background stuff needs to be disabled? I'm having stutter issues as well on a high end PC and the seemingly lack of concrete solutions is killing me

Some of the things i turned off were: Nvidia overlay, LG Ghub, Razer Synapse and Steelseries GG. sorry i couldnt remember everything, but this is most of it. make sure to check if xbox gamebar is off, if you use it. if turning any of these off doesnt work or you dont have any of them, just try exiting some random background apps/programs that you dont absolutely need

did you have screen tearing with vysnc off?

It was LGhub. I turned it off and I got rid of all the stutter!
