Because people praise you more, gd is more art showcase than game now, gameplay no longer matters, the only thing that matters is the deco, because i mean, even if it isnt a great level, people still praise you for it, and popularity has its benefits. ;)
Modern levels are also easier to make than traditional design levels (not the case with all modern levels but a lot of them.)
You must also understand that a lot of creators aren't actually that skilled at the game itself so they wouldn't know what would qualify as good gameplay. Some creators are genuinely just dedicated creators and don't play the game outside of the editor. Playtesters are often used but mostly just for harder end demon levels.
