If you are referring to noclip and stat/icon hacks, then yes, they aren't allowed, but there are so many people who use these cheats that it's impossible to ban all of them. On the other hand, using hacks like camden's bruteforcer to hack hundreds of accounts for bots is against the rules and will get you banned very quickly.

Using cheats is extremely easy on Geometry Dash. On mobile you can just download a version of GD that has a built in mod (hack) menu
