Why Your Levels Aren't Being Featured [w/ tl;dr]
The moderation system of GD is massively flawed. With millions of unfeatured masterpieces made on the clock, only about 20 people are there to look for them, and some don't even look.
Of course this issue spawns from trust. Robtop doesn't moderate many people which is why the featuring system is only based around famous people made famous before 2.0. The rest are just hoping to get attention from shoutouts from other famous people. The people who say they will do a good job only occassionally do, while yes there are some who do amazing jobs, there are unmoderated people who feature unknown levels way better than some mods. Also, according to Shaggy23, the only mods are Top 100 Creator players, which is a horrible thing. Just from Top 100 alone, you have 200 reliable people. Then you have others who are epic at the job, not on any leaderboard.
Of course Robtop is the only man who can moderate people, and he's just one person, so we can't blame him for the lack of mods. He has to put a lot of trust into the mods. So the community itself can have higher power when it comes to rating levels. The rating feature doesn't actually send the level or do anything like that, it just suggests a rating for Robtop. Only mods can send levels, which is not good. We need to enlist the whole community for help, but we won't moderate everyone, no. There has to be a more trustworthy system in which members of the community can help, but moderators themselves are enlisted with higher power. Due, I have created suggestions to help move the community forward in getting more awesome levels featured. And yes, I have emailed RobTop these suggestions, more of this entire post. I can't just let this sit in discussions, we have to do something about this.

1. Allow players to suggest / send levels. I know that's what the mods do, but the way the players suggest would be way different. Say Burst by Echonox didn't get featured, and 100 people suggested the level with a button. This button would only do the next part if it gets 100 suggestions. If it does, it gets moved to a suggestion list, viewed in the search menu. Entering this page gives suggested levels by the community, which not only gets levels popularity, but helps mods with their sending process. Updated weekly, or something, levels with more suggestions are higher up on the list, first place suggestions and etc. The first place and higher up ones are more popular and labeled by the community as good, which gives the mods more help by looking at the top of the list. The community basically suggests levels for the mods, and mods for Robtop. It's a funnel - like process.

2. Enlist more mods. The obvious option is to enlist more mods. The most recent moderation was Manix648, which was a year ago. Don't just enlist creators, enlist Top 100 players too, like Michigun. (if not already.) The more mods the more levels being sent, and if you combine this with the suggestions tab, it gets more levels featured. The feature system is a way of showing good levels. (Also a little side note, if not already, allow mods to suggest epic features aswell. Not super important, but just thought they'd want that.)

3. Higher the power in community suggestions. If a community uses the rate option, I have no idea what happens after that. I don't know if it is sent to Robtop or what, but if it isn't, make it do that. I have no idea how RobTop sees sent levels, if it's by email or something else, but it doesn't have to be as powerful as the mod suggestions. The community is huge, so if they have power to suggest, they can also get levels noticed, too.

Now of course, with all the upgrades in the mod system being suggestion. Robtop is still the only person who can feature them. The fix? Enlist higher power mods who can feature levels. Now this is something that doesn't have to be given that often, because such a power comes with trust. If anyone could feature any level, they'd feature their own. (So don't let that happen with the feature mods.) These players would also need taste in levels, they need to know what good levels are.

I know this may not get much attention because it's a Steam discussion, but I still have emailed Rob, and I hope he can import some of these moderation suggestions into 2.2 or maybe even sooner to help the community.
Thanks! -Meouch.

tl;dr
The reason levels aren't being featured is because there are about 20 mods to look in the sea of millions of levels being posted daily almost, and rob needs to up the moderation system to combat this. suggestions above

readed it in 2 min anyway lol. But yeah i already said it and will say it again, robtop need to give more freedom to his moderator. I support this idea and hope one day, robtop will see one of these idea.

Fun fact, there must be a thousand of level feature worthy in 2.0 that less then 100 player played, yet dear nostalgist got featured just because it was made by a big creator

I read through this and it seems like a well crafted idea, I thought maybe one suggestion would be that if mods can feature levels, they cant feature their own levels. They'd have to get other people to do so.

Why not just make the button that needs 100 presses the Like button?

I think we need to have a seperate category of lvls for people who have lots of skill playing.
I know this is obviously flawwed but it would help the majority who are good at the game and are trying to get the Creator Acheivements which these days are impossible to get.

We could also try a category for people who have already gotten levels with (x) amount of likes. Basically, if you put in, lets say, "50" in this, only levels from people with the previous 50 likes on another level will be found. This will severely help, but it WON'T help the recently posted levels.
:(

Also on another note, the expectation for lvls is ♥♥♥♥♥♥♥ insane. Why do I HAVE to spend hours a day for about 4 days or so just to make a good lvl that gets AT LEAST 50 likes ?!
I've been wanting to earn all achievements (Basically get 100% status) but I guess thatll be impossible since I will NEVER get the Creator Achievements. I was ok with a 100 likes icon, 50 likes at that too, but a STARED LEVEL ?! Thats ♥♥♥♥♥♥♥♥. I don't have the time to do that if I have a normal life. I have school, piano, and athletics/gym to do almost daily so how the ♥♥♥♥ is a normal human supposed to get that achievement?

Sorryoz for long post, just wanted to vent and give my own ideas

there isn't creator skill catagories because that would be too much. the creators in the new catagory would also have the same download rate because people would visit highly skilled and etc., actually hurting some creators. it would hurt the lower-end people really bad, as their levels would not have popularity for being at the lower-end, never allowing them to "rank up" or go to the next, or whatever.

Maybe RobTop should add optional ways to get creator achievements
