Move your hero in town-screen to the governor slot top left.

The problem will be, Governors get no XP while doing their job, and they can't do their job when the venture out to get XP.

Then need to get some xp every week just for being a govenor.

You get the governor bonuses even when you are outside of town or your borders. You just need to set the hero as governor once and after that every gov-ability you get for him gets added to this town/area automatically. Just remember one hero can only govern one town so if you add him to your 2nd town as gov he won't doing that for first town anymore.
