Unfortunately as far as I'm aware these achievements cannot be unlocked retroactively without completing the requirements again on that platform.

Here's the solution:
Steam actually has two seperate games for the base game and the expansion, trial by fire, which you are referring to;
The base game appid:
https://store.steampowered.com/app/321960/Might__Magic_Heroes_VII/
This has achievements, including ones for trial by fire.
The expansion, is sold as a standalone game, appid:
https://store.steampowered.com/app/445310/Might_and_Magic_Heroes_VII__Trial_by_Fire/
This does not have achievements.
So if you only own the standalone expansion, you can't get them.
However given you said you got the base games ones, seems you do own it. They integrated both games together in a patch, and added the addon achievements ONLY to the base game.
So simply install/launch the complete edition, It has the Trial by Fire expansion (called addon in game) integrated, and then you can earn the achievements on steam. Interestingly, steam is smart enough to know they are the same files, so I actually didn't have to download anything when I tried to launch the standalone expansion, but yea launching it disables achievements.
As you noticed, you can earn them on uplay regardless of how you launch it.
That said, i've noticed a recent steam bug where sometimes the steam achievements API fails to launch, no idea why but it only happens occasionally for me and restarting the game the next day generally fixes it. You can tell it failed to load by press ♥♥♥♥+tab in game and checking if the achievement section is there. If it failed to load, the middle section will just be replaced by news instead.
