I ended up being able to download uplay from ubisoft website. it located the games installed through steam properly. And I was able to launch the game from Uplay.
Haven't tested if it's recognized by steam launcher now. I'm guessing there's a way for a manual launch option to point to the uplay app from steam if it doesn't work.
Just to clarify Uplay PC has now been replaced with Ubisoft Connect. It's possible that when installing the game it might install an older legacy version of the client which will no longer function.
You can download the latest version of the client from here[connect.ubisoft.com] and once that's downloaded it will automatically keep itself updated to the latest version as and when updates are released.

Most triple A companies have imposed their own launchers on Steam and, in most cases, it's mandatory to have an account and run the launcher (you can run it from your library but it will prompt the other launcher right after).
It's their way to strong-arm you into using their platform.

I'm afraid this isn't possible, as Ubisoft Connect is a requirement to be able to launch the game.
There are no current plans for it's removal but are happy to pass on any feedback.

Sorry to hear you don't want to have to install Ubisoft Connect.
Like mentioned by Ubi_TheBerry, Ubisoft Connect is needed with all of our games to run properly, even when playing offline.
Currently, we don't expect to remove Ubisoft Connect from the process, but your feedback is appreciated.
