HMM V was an amazing game, the best of the series iMO. Just after VI things started going down hill. At VII the dev team certainly was facing a budget problem, which seems to have showed, based on the bugs left behind and lack of key factions not being included.
In other words the result of VII was a bad karma from VI, which resulted in more people skeptical, thus less purchases, thus less income, thus bugged game state with less content.
Since VII wasn't a hit, it's very unlikely we'll be hearing about VIII any time soon and when/if it does happen, the chances of getting an unfinished with less content game would just increase.
So yes, due the repercussion of VI which will haunt Ubisoft, I do believe they should sell this IP, to whom whoever I don't know. Should be a wealth company which would take this IP seriously, which based on the lack of success, is realistical unlikely to happen. So if this IP gets sold, chances are it gets even worse, because it will be very likely a small studio will try to restore it's former glory. Small studios doesn't really have much money, not to mention the IP cost itself.
Big names won't want to invest into a bomb.
Chances are this IP is as good as dead, or at least we won't see it as good as it used to be for some time, unless there's a real investment on it. Quite a shame really, I love this franchise. (except 6, obviously)

I was thinking here, if CA did purchase the rights to develop their next fantasy TW game?
The world of Ashan certaintly has a incredible rich lore, a huge variety of creatures with unique abillities, this franchise is quite unpopular at the moment, which means they should get a cheaper deal.
After releasing a TW HMM game, it would revitalize the IP's name, thus making it viable the development of the 8 title.
So everyone wins.
