The game is based on the same engine but rule tables of the scenario have nothing to do with the engine, those didn't really change from the original game (you can also see it with reputation, in IWD you can't up it past 9 with donations whereas in BG you can get past 15 easily).
WIS gives bonus spells to Clerics and Druids, but not to Paladins or Rangers
Sorcerers have no such stat governing any part of their casting ability in these games. Sorcs aren't even supposed to exist in 2e. IWD2 convets the engine to 3e and yes, Sorcerers in that game do use CHA.
So, if I'm understanding this correctly, there's no real reason to do -anything- with sorcerer stats? Just give her 18 dex/con and move along? For that matter, just give everyone 10 in everything, 3 charisma, and max everything else (except wisdom and intel for diving/arcane casters)
